Secretary PDMD chairs officers meeting, inspects ongoing works

KUPWARA: Secretary Planning Development and Monitoring Department (PDMD) Dr. Raghav Langer on Saturday visited Kupwara to take stock of development works being executed under different schemes in the district.

He took a review of overall development scenario of the district during a meeting held with District Development Commissioner Dr. Doifode Sagar Dattatray and district officers.

In his address Dr. Langer said the aim of his visit to the district was not only to review development profile there but also to resolve the issues hindering execution of these vital works.

He directed the officers to further accelerate the development tempo and ensure completion of all ongoing works within the stipulated time frame keeping in view the topography and weather conditions of the district.

He said it is high time to mobilize the executing agencies for speedy achievement of targets.

“You need to make self assessment regarding your achievements and keep your DDC apprised so that execution of works  is accelerated to ensure completion  within target time,” the Secretary asked the officers and executing agencies.

He also directed officers including CEO to get regular feedback from the executing agencies regarding execution of developmental works of concerned departments.

The Secretary stressed the need for formulation of a convergence plan of over Rs.150 crore for next financial year.

He asked ACD Kupwara to involve all line departments including Forest, Agriculture, Horticulture, Fisheries and Animal/Sheep Husbandry as the district has potential to utilize the hefty amount under convergence with MGNREGA keeping in view the topography, area and population of the district.

While taking a review of BADP scheme, he said the scheme stands closed and the directions had been given for completion of all BADP works by September ending which has been now extended upto  the end of current financial year.

“As such there would be no change or re-appropriation in the schemes of BADP,” he said.

Secretary reviewed the work wise physical and financial status of District CAPEX Budget, Area Development Fund, Regular Component, BADP, Samrid Seema Yojna, Aspirational District Programme and other welfare schemes.

Earlier, DDC briefed the Secretary about the development profile of the district through Power Point presentation.

DDC said that the approved outlay for 2022-23 is Rs.1598.53 crore, of which, Rs.189.63 crore has been released and of Rs.68.63 crore have been expended upto ending September, constituting 36.19 percent.

The meeting was informed that as many as 3019 works under different schemes including Regular component, DDC, BDC and PRI have been approved for the current financial year, of which, 2644 have been accorded administrative approval.

Later, the Secretary along with DDC and concerned officers visited various areas and inspected ongoing developmental works.

He inspected construction of shelter shed for stranded passengers in avalanche prone areas of Kupwara-Tangdhar National Highway near Sadna Top constructed at a cost of Rs.39 lakh.

He also took stock of construction work of Mini-Stadium at Trehgam Hill Top.
