Shops, establishments in Pulwama violate labour norms
Pulwama :Majority of the shops and establishments in South Kashmir’s Pulwama district violate norms prescribed by the labour department Kashmir for welfare of employees working in the private sector.
Around 99.25 percent shops and establishments in Pulwama district violate labour norms, officials of the labour department revealed to ‘Kashmir Vision’.
The data obtained from the office of assistant labour commissioner Pulwama reveal that there are around 13439 shops and establishments in the district out of which only 100 follow the labour norms.
The ratio of shops and establishments following labour norms comes around 0.7441 percent.
The officials said that under norms laid down by the labour department the shops and establishments are bound to keep attendance register or form L in case the employer has more than one employee.
The officials also said that the employer should also maintain leave register (form G) of the employees.
“The shops and establishments are also found to have form P or service card in triplet, which is equivalent to service book of the employees enabling them to avail the benefit of gratuity,” said labour inspector Parvaiz Ahmad Thoker,” adding that majority of the employers were found lacking these documents.
The officer said that during inspection of various shops and establishments they have noticed that some employers were using fraudulent registers for their employees to mislead the concerned labour officials.
A group of employees working in the private sector said that their employers subject them to exploitation by fraudulent practices as they don’t submit their service records to the concerned labour office.
A couple of months ago when the officials from labour department visited our establishment, the employer put us on off that particular day fearing that the officials might take an action against him for failing to pay us CP fund,” said an employee.
When Assistant Labour commissioner, Pulwama, Gulzar Ahmad Khan was asked whether they do inspect the shops and establishments to check their labour related records he replied that they have only one labour inspector for whole district who remains overburdened with other assignments.
“When he finds time he does general inspection of the shops and establishments located in Pulwama and Tral towns,” he said, adding that they give it priority to inspect those shops and establishments against which they receive any complaint.
