Allegations of exclusion, lack of transparency spark calls for Gram Sabhas across district

Shopian: Concerns are mounting in south Kashmir’s Shopian district over the alleged sidelining of the general public in the formulation of Panchayati Raj Institution (PRI) plans, with political voices and locals questioning the transparency of the process.
Reports from multiple blocks suggest that PRI plans are being finalized without adequate public consultation, a move critics say undermines the very foundation of participatory governance. The absence of proper Gram Sabha meetings has raised serious questions about whether the plans truly reflect the needs and priorities of the local population.
Adding to the controversy are allegations that certain workers affiliated with the National Conference (NC), along with some contractors, are benefiting from the process, further intensifying concerns about accountability and fairness.
Former MLA from Wachi/Zainapora, Aijaz Ahmad Mir, has strongly reacted to the developments, urging the District Administration Shopian to step in and ensure adherence to democratic procedures.
“PRI plans must reflect the aspirations and genuine needs of the people. Without conducting proper Gram Sabhas, the entire exercise loses its purpose,” Mir said. He stressed that inclusive planning is essential for equitable development and warned against bypassing public participation.
He further cautioned that failure to involve the public could lead to protests. “If authorities do not ensure transparent and participatory planning, we will be left with no option but to launch a protest against this injustice,” he added.
The issue has triggered a wider debate in the district, with stakeholders calling for strict implementation of grassroots democratic norms and greater oversight to restore public confidence in the planning process.
