Finance Department and Accounts Society bids farewell to Dr. Arun Kumar Mehta
Jammu: In a heartfelt farewell Ceremony held at the Convention Centre in Jammu, the Finance Department and the Jammu and Kashmir Finance & Accounts Society (JAKFAS) came together to bid a heartfelt adieu to Chief Secretary Dr. Arun Kumar Mehta on the occasion of his superannuation.
The farewell ceremony brought together a distinguished gathering of officers from the Finance Department alongside Executive members of JAKFAS. Dignitaries present included Principal Secretary Finance, Santosh D. Vaidya; Advisor to Finance Department, Shaadi Lal Pandita, Secretary in the Department, Finance Department, Nitu Gupta; Director General Audit & Inspections J&K, Fayaz Ahmad Lone; Director General Budget, Yaqoob Itoo; Director General Accounts & Treasuries, Mahesh Das; Director General Funds Organization J&K, Neeraj Gupta Bakshi; Commissioner Excise and Taxation Department , Pankaj Sharma; Director Finance and President JAKFAS Iftikhar Hussain Chauhan and Additional commissioner State Taxes Jammu, Ms. Namrita Dogra.
During the farewell, all the dignitaries expressed their thoughts and well-wishes for Dr. Arun Kumar Mehta, highlighting his role in the administrative and Financial landscape of Jammu and Kashmir, which has been nothing short of transformative. They commended his journey which was characterized by a commitment to excellence and an unyielding dedication to public service.
Dr. Mehta’s tenure as the Financial Commissioner of the Finance Department was recognised and appreciated for groundbreaking initiatives that reshaped the Financial landscape & Magament of the Union Territory of Jammu and Kashmir. Applause resounded for initiatives like JKPaySys, BEAMS, e-stamping and e-GRAS, Digital payments, implementation of GeM & GFR ,e-tendering, Mandatory Administrative Approval & Technical Sanction for works, Real time ledger posting and E-Transfer Enteries in G.P. Fund, EMPOWERMENT Portal (Janbhagidari) E-AUDIT, E-KUBER, PROOF, and the publication of important manuals relating to Budget and Audit ushering in a new era of transparency and efficiency in Jammu and Kashmir’s Financial management & systems.
They appreciated Dr. Mehta’s ambitious leadership as Chief Secretary, successfully integrating technology into governance, establishing robust systems for ensuring citizen-centric governance. Initiatives such as 1075 e-services, MobileDost, e-unnat Rapid Assessment System(RAS), DigiDost, linking services with DigiLocker, apki Zameen Apki Nigrani and other e-iniatiatives and projects modernized governance. These endeavors played a pivotal role in combating corruption in Jammu and Kashmir, fostering transparency, accountability, and efficiency in Government services, ultimately benefiting the masses.
They also extended heartfelt wishes for Dr. Mehta’s good health, prosperity, and a peaceful life post-retirement. They expressed hope that his retirement would be as fulfilling and rewarding as his illustrious career, and that he would find joy and satisfaction in this new chapter of life.
In the concluding remarks, Chief Secretary, Dr. Arun Kumar Mehta, while speaking on the occasion, expressed that officers of the Finance Department should take immense pride for implementing the Financial reforms in Jammu and Kashmir. He emphasized that all the reforms carried out in the region were made possible because of the Finance Department, as it served as the soul and driving force behind these transformative initiatives.
The welcome address was delivered by Director Finance and President JAKFAS Iftikhar Hussain Chauhan, who appreciated the Joint Director Budget Shafaat Yehya, Vice president JAKFAS Kashmir and CAO Yasir Arafat; Vice president JAKFAS Jammu & AO Sonam Singh for organizing the farewell ceremony. The vote of thanks was presented by FA/CAO, Science and Technology department, Ms. Rashim Deepika. The proceedings were managed by CAO and General Secretary, JAKFAS Ashraf Haqla.

JAKFAS extended a warm welcome to Atal Dulloo, upon his assumption of the role as the new Chief Secretary of the Union Territory of Jammu & Kashmir.
Director General Budget, Yaqoob Itoo; Iftikhar Hussain Chauhan, President JAKFAS; Vice President (J), Sonam Singh; Joint Director Budget, Shafaat Yehya; Deputy Director Codes, Sonika Arora; Deputy Director Codes, Shafait Rehman; Deputy Director Budget, Shahnawaz Ahmed; Accounts Officer, Tariq Malik; and Accounts Officer, Vishesh Kapoor, presented a bouquet on behalf of the Society.
