SED orders repatriation of Grade II, III teachers to original place of postings

Srinagar: The School Education Department (SED) has ordered for repatriation of all the SSA, ReT and 3rd teachers to their original place of postings.
The order in this regard was issued by the administrative department of SED on Monday.
Notably, the Rehbar-e-Taleem scheme was launched in 2000 vide government Order number.396-Edu of 2000 to operationalize the schooling system at the gross root level.
The government order said the ReT teachers engaged under the scheme were eligible for regularization as RReT after successful completion of five years of service.
Notably, in 2019, these RReT teachers were converted to Teacher Grade-II and III vide order G.O. 20- Edu of 2019.
“In the said order at clause 3(a) it has been ordered and clearly mentioned that the service condition of the Teachers-Grade, shall be the same as prescribed for the general line teachers with the exceptions that they shall not be transferable except on the mutual transfer basis to the post of other teacher grade-II and III RReTs and ReTs in exceptional circumstances.”
The government has observed that from time to time the department has transferred, deployed a number of such teachers (Teacher Grade II, III, ReTs, RReTs and 3rd teachers temporarily from their original place of postings.
“This has been done on one pretext or the other against the Rehbar-e-Taleem recruitment policy,” the government order reads.
In wake of this, the SED has issued instructions to both the directors in Jammu and Kashmir division to repatriate all these teachers to their original place of postings.
“Repatriate all such Teachers (Grade II, III, RReTs, 3rd teachers) to their original place of posting(s),” the government order reads.
The administrative department has ordered that the DDOs concerned shall not draw the salary of such teachers unless they report back to their original place of postings.
“The teaching staff of clubbed or closed schools shall be posted in nearby schools which have low PTR,” the order reads.
The administrative department has directed that the action taken report in the matter be submitted July 29.
“Those teacher(s) who fail to comply with instructions as above, disciplinary action be immediately initiated against them,” the order says.
Notably, the move has created a chaos in the department as the successive regimes have ordered transfer of female ReT teachers from their original place of postings to other districts or the transfers were ordered within the district on marriage grounds.
This was done as per the provisions made by the successive regimes to provide a relief to the female teachers married outside their zones or district.
Recently, the present dispensation ordered deployment of highly qualified ReT Grade II teachers in high and higher secondary schools on need basis. This was done to overcome the dearth of lecturers and subject specific teachers in the high and higher secondary schools.
