Ease of access

The government is in the process of simplifying various services for the common man. One among such services is the ease of access model being adopted in the housing sector.
For ensuring this service the administration has announced Property Management Portal which is developed by the J&K Housing Board. The aim of the project is to provide hassle free service sought in various housing colonies within 21 days.
The project encompasses that timelines are fixed for the submission and approval of applications at various levels. At every level of processing of the application, the applicant will get the message (through SMS).
The applicant will have option to clarify or rebut the adverse proposal, if any, within the given time frame of three days at every level. The project ensures open file process to make the system more participatory and transparent through which an applicant can see and participate in decision making.
The project means that the people can avail services like transfer of Leasehold Rights, transfer of Leasehold Rights to Freehold Rights, transfer of Leasehold Rights in favour of Legal Heirs of original Allottee/Transferee, extension of Leasehold Rights, transfer of Ownership Rights, transfer of Ownership Rights for Legal Heirs and transfer of Leasehold rights in favour of Legal Heirs of Attorney Holder through the portal which were being provided manually. Besides Online payment and SMS gateways have also been enabled to facilitate the people.
Though this is a unique service aimed at simplifying the process, making delivery of services time-bound with accountability. All this is needed as the housing sector is witnessing an ever increasing demand as the housing needs of the people increase with every passing day.
People across the length and breadth of Jammu and Kashmir are expanding their habitat and the horizontal growth has been taking place without proper planning and execution. Not even a single housing colony has come up on modern lines fulfilling all the requirements that are otherwise needed. People in most of the cases even avoid getting permissions and fulfilling other necessary requirements as the processes have been made so cumbersome and tiring that a common man gives up easily and resorts to other means which in the long run breed corruption.
Though in the initial phase the service is being provided to the residents of 18 colonies under the administrative control of housing board, but given the way the project is being planned it should include all municipal corporations under its ambit and help the people to avail the services they need under one roof.
Besides, the timely delivery of services will ensure that corrupt practices are weded out and people will not face unnecessary delays.
