Cluster University advertises Registrar post, KU drags feet for 8 months

Srinagar:The Cluster University Srinagar on Friday advertised the post of Registrar even as the Kashmir University continues to drag its feet to fill up this position through proper channel for the last eight months.
This is the second time in a span of less than two years that the Cluster University has advertised the post after failing to fill it up first time due to non-suitability of any candidate shortlisted for the final interview held in October 2021 by the selection committee.
“This time we expect to get better candidates in terms of their administrative and academic acumen,” a senior CUS official told ‘Kashmir Vision’. He said the post has been re-advertised so that the position of Registrar is filled up through proper channel and on a permanent basis.
“There are government directions to all Universities that such important positions should be filled up through proper channel so that the universities do not have to rely on any temporary arrangements which are not in their interest,” the official said.
Surprisingly, while the Cluster University Srinagar has re-advertised the post, the Kashmir University (KU) continues with its alleged dilly-dallying tactics to avert filling up the post through proper advertisement.
The term of present Registrar of KU has expired in February and since then there is no headway in floating the advertisement for the position despite criticism from university faculty that the post should be filled through proper channel.
The Raj Bhawan which is chancellor’s office for all universities had directed in November 2021 to all universities including KU to fill up post of Registrar through proper advertisement.
When the term of present KU Registrar ended in February this year, the Raj Bhawan issued instructions that the Registrar KU shall continue till the new VC enters upon the office, according to documents.
Since then the faculty and non-teaching staff don’t know how the present Registrar is continuing and why the post is not put to advertisement by the present Vice Chancellor, insiders say.
“The LG should immediately order advertisement of post of Registrar so that temporary arrangement is ended. Furthermore all other vacant administrative positions should be filled up through proper channel without delay,” the insiders said, alleging that the advertisement for different administrative positions like Registrar, Director IT, Director North Campus, Director DIQA is being deliberately delayed under some “conspiracy” to allow continuation of incumbents in total violation of rules and regulations.
It may be noted that additional charge syndrome and temporary arrangements are badly hampering the working of Kashmir University where insiders are complaining of administrative inertia.
The University of Jammu has also put the post to advertisement and is holding the interview of shortlisted candidates very soon, according to a senior JU official.
“The Chancellor’s office is clear that all vacant administrative positions have to be filled through proper channel. They are viewing deviations in this direction very seriously,” the officials said.
