Govt finalizes juvenile justice rules

Srinagar: The administration in Jammu and Kashmir has finalised the Juvenile Justice (Care and Protection of Children) Rules- 2021, a notification issued by the government said.
In a notification the department of Social Welfare has unveiled ‘The Jammu & Kashmir Juvenile Justice Care and Protection of Children) Rules- 2021’. These draft Rules were put in public domain for suggestions and objections, if any, on September 10, 2021.
The Rules have been notified under the Juvenile Justice (Care and Protection of Children) Act-2015, which became applicable to Jammu and Kashmir due to August 5, 2019 constitutional changes effected by the central government.
Before these changes, the assembly of Jammu and Kashmir Assembly had enacted its own juvenile justice law.
According to these Rules, there shall be one or more Juvenile Justice Boards in each district to be constituted by the government of Jammu and Kashmir through a notification in the official gazette.
The Board shall consist of a metropolitan magistrate or a judicial magistrate of first class having at least three years’ experience to be designated as the principal magistrate of the Board and two social worker members, of whom one shall be a woman, forming a Bench, the notification reads.
“The social worker members shall be appointed by the government of Jammu and Kashmir on the recommendations of the selection committee constituted under these rules,” read the Rules.
The Rules also mandate setting up of one or more child welfare committees in each district of J&K.
“There shall be one or more committees in each district to be constituted by the government of Jammu and Kashmir through a notification in the official gazette,” the Rules state.
The chairperson and members of these committees shall be appointed by the government of Jammu and Kashmir on the recommendation of the selection committee to be constituted under these rules.
According to the Rules, no First Information Report (FIR) shall be registered except where a heinous offence is alleged to have been committed by the child, or when such offence is alleged to have been committed jointly with adults.
According to the Rules, when the child alleged to be in conflict with law is apprehended, he shall be produced before the Board within twenty-four hours of his being apprehended, along with a report explaining the reasons for the child being apprehended by the police. (KNO)
JK reports 197 fresh covid-19 cases, one fatality

Srinagar: Jammu and Kashmir reported 197 fresh Covid-19 cases in the last 24 hours, the lowest single-day count in 46 days, even as one person succumbed to the virus, the first death reported after four days, officials said Friday.
They said 118 of the fresh cases were from Jammu Division and 79 from Kashmir Division, taking the overall tally to 451989.
Giving district wise details, the officials said that Srinagar reported 30 cases, Baramulla 20, Budgam 12, Pulwama 0, Kupwara 5, Anantnag 2, Bandipora 6, Ganderbal 1, Kulgam 3, Shopian 0, Jammu 41, Udhampur 1, Rajouri 1, Doda 42, Kathua 10, Samba 1, Kishtwar 1, Poonch 4, Ramban 12 and Reasi 5.
A few of these cases were confirmed at GMC Anantnag and include female (70) from NA, male (45) from Sagam Kokernag and male (63) from Gawas Kapran.
There was no death either from Jammu or Kashmir in the last 24 hours, they said. So far 4745 persons have succumbed to the virus—2323 in Jammu and 2422 in Kashmir.
Besides, they said, 577 Covid-19 patients—269 from Jammu and 308 from Valley— recovered during the time. So far 444646 people have recovered, leaving the active case tally at 2597— 1307 in Jammu and 1290 in Kashmir.
They said there was no new confirmed case of mucormycosis (black fungus) reported today. So far 51 black fungus cases have been confirmed in J&K, the officials said. They also informed that 32341 doses of covid-19 vaccine were administered during the time in J&K.
