Multipurpose health workers demand framing of service rules
Anantnag: Even after elapsing of more than ten years, authorities in health department have failed to frame service rule policy for multipurpose health workers in Jammu and Kashmir.
Multipurpose health workers from different areas said that there is no service rule policy in vogue for them due to which they are facing numerous problems.
They said that in 2009 the higher authorities directed the health department to frame a service rule policy for multipurpose health workers, however nothing has happened on ground.
“Multi purpose health workers are who were appointed in 1994 are still working on same post as there are no service rules governing their appointment and promotions” said a male multiple purpose health worker from Ganderbal.
He said that in the same year health workers who were appointed under various other schemes have availed three to four promotions despite their educational qualifications being less.
He said that this category came into existence in year 1994, however recruitment rules were framed in year 1992 and since then we are given a step motherly treatment as no service rules govern out jobs.
“Many a times we approached ministers, advisors and other authorities to look into the issue, however their repeated promises proved hoax on ground,” said a female multipurpose health worker from Budgam.
“We have been waiting since 1989 so that our genuine demands and issues are redressed but so far nothing has gone in our favour,” she added.
The multipurpose health workers said that there are around 1500 workers falling in this category who have been waiting for promotion.
“During Covid-19 pandemic, we have been offering our services 24×7 like other employees of the health department but we are unable to understand why we are being treated like second grade employees,” they said.
The workers also requested Lt Governor, concerned advisor, commissioner secretary health Atal Dullo to look into their grievances.
Meanwhile, a senior health official said that the service rule policy for multipurpose heatrh workers has been framed and is lying with the Commissioner Secretary health for approval.
Despite repeated attempts, Commissioner Secretary health was not available for comment.
