Getting fake birth proofs in Kashmir is no hard task. The phenomenon has assumed mammoth proportions over the years as many parents resort to seek fake and fudged birth proofs for their wards to seek admissions in schools and colleges.

This activity has been going on since the past many years and the administration hardly managed to curb this menace. There were many hiccups which the administration failed to address.

The major glitch was that no system was prevalent in Jammu and Kashmir that could have established a well maintained and upto the mark birth registration system. The people took an advantage of this lacunae and sough fudged birth proofs, though with the assistance of various government and municipal authorities that have been assigned the job of birth registrations.

Importantly, the administration has finally woken up and issued directions to the officials to fully implement the Aadhaar linked birth registration (ALBR) and civil registration system (CRS). This procedure has been mandated to be complete by June this year.

The officials have been told to complete all the technical and codal formalities for successful implementation of this program well before the specific time period. This includes the status and progress of constituent programs like training of staff, empanelment of H&ME department as Registrar of Births and Directorates of Health Services as enrolment agencies under UIDAI, procurement of necessary equipment and identification of staff to be trained for the task.

The ALBR can turn into a reality in Jammu and Kashmir if the authorities cover all the Associated Hospitals, District Hospitals, CHCs, PHCs and other private hospitals where most of the child births take place.

The officials need to procure the necessary paraphernalia through the GoI sponsored GeM portal for speedy and quality acquisition of the data and other details so that a databank on all births in Jammu and Kashmir is created.

The ALBR program will instantly give every newborn a unique identification in the shape of Birth Registration Number/Birth Application Number immediately after his/her birth. It will further give government and policy makers an insight about the future policy formulation.

It will also benefit in tracking children for immunization, ICDS, School education and social welfare services, besides, certified copies of birth registration could also be downloaded from CRS once the program gets successfully implemented.
