Srinagar: Despite the passage of half of the academic session in valley schools, the Directorate of School Education Kashmir (DSEK) has failed to streamline the posting of teaching faculty in District Institute of Education and Training (DIETs) and State Institute of education (SIE) Kashmir.
The much hyped initiative for posting promising staff in these institutes was termed as a major reform by the department aimed at improving the teachers training and academics in schools. But the initiative got punctured due to internal lobbying and laxity of the department to implement its decision.
“A group of teachers, masters and lecturers who are connected with high echelons sabotaged the initiative as they had to be posted in the schools instead of being dumped in these DIETs from past more than seven years,” an official said.
He said the reformative decision would have improved the overall performance of the department in terms of academics and teachers training.
The decision to reshuffle the staff from DIETs and SIE’s was taken in wake of massive outcry over the selective postings of masters and lecturers by the department in these premier institutes for a prolonged period in violation of norms.
An order was issued by then DSEK G N Itoo which stated that the teachers, masters and lecturers should submit applications under a given format to the directorate for their posting in DIETs and SIE’s. Also, the faculty presently posted in these institutes had been asked to apply for the posting in these institutes.
“The SIE and DIET’s are the premier institutes for continuous teacher professional development which directly or indirectly impacts school improvement programme. The effectiveness of the SIE’s and DIET’s has a bearing on the achievement levels of the children and performances of teachers,” read the DSEK order.
As per the order the promising human resource was supposed to be posted in SIE and DIETs to make these institutes strong.
The department has decided to make the posting in DIETs and SIEs on basis of merit and experience so as to ensure that the right teachers’ personnel and teacher educators are posted in these academic institutes.
“But the order remained confined to only papers. The blue eyed teaching staff continues to enjoy their stint in these institutes. They were supposed to be reshuffled after tenure of two years which didn’t happen,” an official said.
Director School Education Kashmir (DSEK) Muhammad Younis Malik said the issue will be looked into. “We have already started rationalisation of staff in schools and people in DIET and SIE will be reshuffled as well,” he said.
