Implement HC order on Voluntary disclosure of Information: RTIM

Srinagar: Jammu and Kashmir RTI Movement has demanded implementation of J&K High Court order directing Government to implement section 4 and 23 of J&K RTI Act 2009. The decision was pronounced by a division bench of the J&K High Court early this year.
Pertinently, under section 4 and 23 of J&K RTI Act 2009 Government departments have to make voluntary disclosure of information on the official websites and awareness on RTI has to be created in nook and corner of state.
Chairman of RTI Movement Dr Raja Muzaffar Bhat said that in spite of more than three months since High Court issued the orders, Government has failed to adhere to it.
“Even the official websites of most of the government departments portray all the obsolete and misleading information. The details of beneficiaries of various central government schemes like rural housing, old age pension, DPRs of PWD, PMGSY, PHE and other departments is not available on the websites. In addition to it government has miserably failed to create awareness on RTI for general masses and its own officials,” a statement issued by the RTI movement said.
“Between 2011-2014 more than 2500 government officials were trained o RTI Act in J&K and this decreased drastically not even 100 officials have been trained between 2015 to 2018. This was revealed by government before the High Court last year,” added the statement.
RTI Movement has alleged that PIOs who were trained more than 4 years back on RTI have either retired or have been promoted with the result majority of the designated PIOs and even First Appellate Authorities (FAAs) under RTI ACT are not able to do justice with their job.
