Faculty recruited under FIP in colleges seek release of salary
Srinagar: The substitute teachers engaged in various degree colleges under Faculty Improvement Programme (FIP) of University Grants commission (UGC) continue to go without salary for more than one year now.
The agitated teachers working in various colleges said they have not received their salary from the UGC for past one year. They said the salary was denied in the wake of failure of college authorities to submit Utilization Certificate (UC) of funds released during previous years.
The Faculty Improvement Programme (FIP) is an initiative of University Grants Commission (UGC) wherein it aims at providing financial assistance along with travel allowance to a permanent associate or assistant professor of a university or college for doing M.Phil or completing his Ph.D. The assistance is provided to the colleges which are included in the list maintained by the UGC under section 2(f) and 12 (B) of the UGC Act, 1956.
“Under the scheme, the concerned college hires a substitute teacher for a period of one or two years in place of the permanent faculty members who opts for research programme,” an official said.
The salary of substitute teachers is fixed as around Rs 50,000 as per 6th pay commission which is the basic pay of the permanent faculty.
“Our salary is funded to colleges by UGC but we didn’t receive any salary as on date,” they said.
As per UGC norms, the concerned college engages a faculty member on substitute basis through proper advertisement in place of the permanent faculty members and is given a salary which is equivalent to the basic salary of the permanent faculty member.
“During the period of his research, the permanent faculty member is paid full salary and we get the amount which is equivalent to his basic salary,” said one of the aggrieved candidates working as substitute professor in a city college.
Substitute teachers are working in Womens’ College MA Road, SP College Srinagar, NawaKadal, Islamia College and few other colleges of Kashmir but are not paid their salary on monthly basis.
Director Colleges, Muhammad Yasin Shah said the matter will be looked into. “I will take up the matter with college principals and get the feedback from them,” he said.
