Srinagar: There seems to be no headway in the completion of the permanent campuses for the Kasturba Gandhi Balika Vidyalaya (KGBV) residential schools.

More than seven year have passed but the successive regimes have failed to complete the construction of the buildings, leaving the girl students without proper accommodations and hampering the implementation of the scheme in the state.

An official said the buildings were sanctioned by the union Ministry of Human Resource Development (MHRD) from 2009 to run KGBV female residential schools in the educationally backward blocks of J&K state.

“But the governments failed to complete the buildings besides making the KGBV schools functional at many places. The poor implementation of the scheme has marred the proper utilization of funds approved by MHRD for the purpose,” the official said.

Pertinently, the successive regimes were castigated by MHRD in previous Project Approval Board (PAB) meeting of Samrga Shiksha Abhiyan convened in New Delhi.

As per the official figures, construction of 30 KGBV buildings is yet to be taken up in J&K state while as work on 53 buildings is under progress from the past eight years.

“The state is lagging behind in completion of construction works despite several reminders by the MHRD to complete the pending construction of KGBV residential school buildings,” the official said.

Already reported by this newspaper, the state government in previous PAB meetings have made commitments to complete all the pending construction works of all KGBVs by March 2018.

“But another year has passed but the department has failed to complete the construction of these buildings,” the official said.

Notably, KGBV scheme was introduced by the government of India (GoI) to provide educational facilities for girls belonging to scheduled castes, scheduled tribes, other backward classes, minority communities and families below the poverty line in educationally backward blocks (EBB).

Besides incomplete constructions, the school education department has failed to fill all the seats allotted for the admission of girl students in these KGBV schools.

“Also 33 posts of wardens, 44 accountants, 27 watchmen, 19 Peons, 15 head cooks and 69 assistant cooks are lying vacant in all operational KGBV schools,’ an official said.

Secretary school education department, Sarita Chauhan was not available for comments despite repeated attempts made by this newspaper.
