Days after hundreds and thousands of Kashmiri students were forced to leave various colleges and Universities across India in wake of the backlashes following the attack on a CRPF convoy on February 14 in Kashmir that led to killing of nearly 49 troopers, the Supreme Court has directed chief secretaries and DGPs of states and UTs to take prompt and necessary action to prevent the incidents of threat, social boycott and violence against Kashmiris.
It also sought responses from the Centre and 11 states where incidents of threat and violence against Kashmiris have taken place after the February 14 attack.
The bench perused the list of top police officers, who have been appointed as nodal officers in state and UTs and said their details be given wide publicity by the Ministry of Home Affairs (MHA) so that Kashmiris can approach them in case of assault, intimidation and threat.
Notably, the Governor’s administration in the state of Jammu and Kashmir has also appointed some nodal officers in various states but so far these officers have proved a miserable failure as no one could act promptly on the demands of the hapless students.
In fact the officers appointed by the state government are those state government officials who are working in various government department branches of various offices and corporations. These officials have no formal training to handle crisis like situations that arose due to the surge in attacks on Kashmiri students in many states.
Reports that have started to pour in are putting the number of students who were forced to leave at 4000 plus. This makes the situation all the more worrisome as these students have put everything, including their careers at stake and fled for their lives.
The attacks on Kashmiri students have been so widespread that the University Grants Commission (UGC) on Friday also wrote to vice-chancellors of varsities across the country to ensure their safety on campus and to maintain peace and harmony.
The UGC was directed by the Human Resource Development Ministry to issue an advisory to all the universities to ensure that the security of Kashmiri students is not compromised.
The letter also requested the vice-chancellors to look into the matter personally for the safely of the students and maintaining peace and harmony in universities/colleges.
The letter comes two days after Kashmiri students studying in a college in Yavatmal in Maharashtra were attacked and threatened allegedly by members of Yuva Sena, the youth wing of the Shiv Sena.
These attacks not only have raised several questions over the safety of Kashmiri students but have also put their careers at stake.
The move has also proved to be a concern for the parents of these children who have expressed various reservations in sending their wards back. The government both central and the state now have an uphill task at hand to bring the situation back to normal and assure the students and their parents join back in their respective colleges and varsities. But this at the present moment seems highly unlikely.
