DSEK orders detachment of teachers in CEO’s, ZEO’s offices

Srinagar: Amid the complaints against teachers enjoying an extended stint in offices of chief education officers (CEOs) and zonal educational officers (ZEOs), the directorate of school education Kashmir (DSEK) has once again ordered for de-attachment of all teaching staff from offices.
The circular in this regard has been issued by Director School Education Kashmir (DSEK) G N Itoo on Monday.
“It is hereby ordered that all the attachments and deployments, made by CEOs and ZEOs at their own level which still continues are hereby cancelled with immediate effect,” reads the DSEK order.
As per the order all these employees have been asked to report to their original place of posting in schools.
“The ZEOs and CEOs will be personally liable for implementation of orders and action taken report shall be submitted to the directorate within a shortest possible time,” the order reads.
Notably, a good number of teachers remain posted in the ZEO and CEO offices for past over four years in violation of government norms while as the schools in their respective districts are facing dearth of teaching staff.
The norms of SarvaShikshaAbhiyan (SSA) scheme allows the education department to designate eight Cluster Resource Persons (CRPs) and two Zonal Resource Persons (ZRPs) in each zone who are in-service trained Regularized Rehbar-e-Taleem (RReT) teachers.
However, in violation of norms, the said arrangement has been allowed to continue in CEO and ZEO offices ‘which tantamounts to incitation of action.’
The job of ZRPs and CRPs as mentioned in scheme is to provide academic assistance in schools and also manage the correspondence between the schools and ZEO offices.
However, the concerned authorities at zonal and district level from past years have chosen selective RReTs as ZRPs and CRPs and accommodated them in the office giving least priority to academic assistance for schools.
Graduate in-service teachers with B.Ed are designated as ZRPs and CRPs so that they can provide academic assistance in the schools.
Besides ZEO and CEO offices, the department has also accommodated dozens of general line teachers and ReTs in DIETs and State Institute of Education (SIE) who are given unnecessary charges to “justify” their deputation for non-teaching assignments.
Also, scores of the teachers have been accommodated in various sections of the directorate for years together, in violation of norms set by the department.
Meanwhile, GN Itoo said the department has taken a note of all these unnecessary adjustments of teaching staff in offices which will be discouraged from now on by the department.
“All the CRPs, ZRPs or any other teacher, master deployed in any office for more than two years will be relieved and posted in their respective schools,” G N Itoo said.
