Srinagar: After observing that its employees were proceeding on leave without even waiting for sanction, the Govt Medical College (GMC), Srinagar has directed its employees, through a circular to submit their leaves much before they actually intend to go on leave. The employees have been directed to proceed only after getting a proper permission.
A circular issued by the administrator, GMC states that it has been observed by the administration that the employees: Doctors/ Para medical staff/ Non-Gazetted/ Class-iv are submitting their leave application forms for grant of earned leave along with station permission for proceeding ‘outside the country/ outside the state/ within state’ “are leaving the station without proper permission and without getting the leave sanctioned properly. This practice is not permissible under relevant leave rule,” the circular states.
Time and again, the circulars reads, the employees were asked not to leave the Department/ station without proper permission/ sanction of leave, “but the practice remains the same.”
“This attitude on the part of the employees is unbecoming of Govt employees and has been viewed seriously by the authorities as this hampers the normal working of the college as well as the associated hospitals,” the circular reads.
The circular has asked all the Heads of the Departments as well as the Medical Superintendents not to allow any employee to leave the station nor allow them to avail any kind of leave without proper sanction.
“It is impressed upon all the Heads of the Departments/ medical superintendents neither to allow any employee to leave the station nor allow them to avail any kind of leave without proper sanction/ permission from the sanctioning authorities and in case any employee was found to have proceed on leave without permission/ sanction, action as warranted under service conduct rules will be initiated against the defaulting employee without any further notice,” it reads.
It has asked the employees who are intending to proceed on leave to apply for it at least 45 days prior to the date of actually proceeding on the leave.
“However, any employee who intends to avail any kind of leave, he/she shall apply for the same at least 45 days prior to the date from which he/she intends to proceed on the leave and the HOD/ Medical Superintendent concerned should forward his/ her leave application form to the Administration section well in time, failing which it will be the liability of the concerned HOD/ Medical Superintendent and the leave applied for will be rejected without any further notice in this regard,” it said.
“These circular instructions are issued for strict compliance by the all the concerned,” it added.
