DSEK contradicts govt orders on placement of staff
Teachers overstaying on deputation postings even in the directorate
Srinagar: It is an old wise saying that “charity begins at home.” But the wise saying is it seems is falling on ‘deaf ears’ at the Directorate of School Education Kashmir (DSEK).
From past almost one year, the director school education has been issuing circular after circular to the district and zonal offices to relieve the teachers from offices and post them in their respective schools.
However, around three dozen teachers, masters and lecturers are enjoying prolonged stay at the directorate, contradicting the orders of the director school education Kashmir issued to the Chief education officer (CEOs) and Zonal Education Officers (ZEOs).
Three teachers are working at the ‘so called innovation cell’ constituted at the directorate since 2015. They are still dumped in the cell without any reshuffle, said an insider.
Likewise in inquiry and monitoring wing, culture wing and media wing, teachers are working from past more than six years, he added.
The teachers deputed in the directorate from past years include Rehbar-e-Taleem teachers (ReT), general line teachers, masters and lecturers. However, the department is reluctant for their de-attachment.
An official said the circulars were not fully abided by the ZEOs and CEOs. “The teachers are still working in ZEO and CEO offices as there was no implementation of such directions at the directorate,” another official said wishing not to be named.
As per the official figures, 36 teachers are working in different sections of the directorate. Some are manning clerical job while as some have been adjusted in legal section and some are dealing accounts related works.
The figures reveal that one regularized ReT teacher is deputed in teaching section of directorate while as one lecturer and two teachers are working in personal section of the directorate. One master is working in planning section, said the official.
Similarly one master and two teachers are working in legal section and one each lecturer, master and a teacher is working in innovation cell established by the department.
As per the list one lecturer, one master, four general line teachers and two RReTs have been adjusted in inquiry and monitor wing.
One master one lecture and one ReT teacher has been adjusted in media wing.
Meanwhile one lecturer, four masters and two RReTs are working in cultural wing of directorate from past many years while as three masters are assigned non-teaching job in SSA section.
“One headmaster and one DEO are working in accounts section,” the list reveals.
Even if there are sanctioned posts in these cells of the directorate but the tenure for each post is only two years and after which the department has to reshuffle the staff.
But the Director School Education Kashmir (DSEK) is trying to shift the people attention by shifting the staff from one wing to another to justify their stay at the directorate.
“One teacher is shifted from culture wing to media wing and similarly other teachers are also adjusted in same manner,” an official said.
Meanwhile, DSEK G N Itoo also admitted that these sections in the directorate have sanctioned strength of master, teacher and lecturer but can be deputed for a period of only two years.
“I will take a latest status of their tenure and reshuffle will be done accordingly. Those having stay of more than two years will be replaced with new faces,” he said.
