Govt detaches medico, orders him to rejoin GDC for duties

Dr Mushtaq was attached after students alleged being ‘tortured’ by him

Srinagar: The Government has ordered the detachment of Dr Mushtaq Ahmad Head of the Department, Orthodontics Govt Dental College Srinagar, after he was attached to the Directorate office in March this year, followed by an inquiry ordered by then Minister for Health and Medical Education Bali Baghat.
The detachment order was issued on Thursday by Atal Dullo, Principal Secretary to the Govt, Health and Medical Education, directing Dr Mushtaq to report to the Govt Dental College for further duties.

“In pursuance of Government Order No. 123-HME of 2018 dated 19-03-2018, Dr Mushtaq Ahmad , HoD Orthodontics Govt Dental College Srinagar, attached with Director Health Services Kashmir is detached and shall report to Govt Dental College Srinagar for further duties,” reads the detachment order.

Dr Mushtaq was earlier attached with Director Health Services, Kashmir after the students at GDC alleged that he was ‘torturing’ them mentally as well as physically. After the complaints, the then Minister for Health, Bali Baghat, after ordering the attachment of the official, also ordered an inquiry into the allegations by the students by appointing Deputy Commissioner (DC), Srinagar Dr Abid Rasheed Shah as the inquiry officer.

Even when the inquiry was ordered, its status was never made public and on Thursday, the newly appointed Principal Secretary to the Govt, Health and Medical Education, Atal Dullo ordered his detachment, without divulging the conclusions of the report.

Sources said that the Dr Mushtaq has been let go after he was asked to respect the teacher-student relationship in future to avoid any confrontation.

“He has been directed to respect the ethics of student-teacher relation in order to avoid any disciplinary action,” sources said, pointing out that there was a violation of ‘ethics’ on the part of Dr Mushtaq while dealing with his students.

Principal GDC, Dr Reyaz Farooq, however, said that, apart from the inquiry that was ordered by the government, there were several other inquiries that were conducted, “not a single inquiry accused him of anything, nothing was proved against him,” he said.

“The students that were accusing him of mistreatment had approached Kashmir University besides, State Human Right Commission. I had myself constituted a two-panel committee to inquire into the matter, nothing was found against him there also and ultimately the government had to detach him,” Dr Reyaz said.

The inquiry was ordered in March and by the end of March, DC Srinagar had submitted the interim inquiry report. After that the Minister for Health and Medical Education, Bali Baghat was replaced and the charge was given to Dr D K Manyal.

Former Minister for health and medical education, D K Manyal told Kashmir Vision that even when he was in the office, till the imposition of Governor’s rule in the state, the inquiry report ‘was not completed’ and was not submitted either.

“No, even when I was in the office till June, I was told that the inquiry report was yet to be completed and he was still attached to the Directorate office, I don’t know what happened after that,” he said.
