Excise and Taxation officers rue lack of promotions

Srinagar: The in charge  Excise and Taxation officers in the Department of Excise and Taxation have urged the chief minister Mehbooba Mufti to conduct DPC to regularize them, alleging their future prospects have suffered very badly.

These officers in a statement issued here said they have been appointed in the Excise and Taxation in the year 1995, 1999 and 2002 and that none of them has been regularized as ETO /CTOs despite lapse of years altogether from the period of OPG placement.

“We all are working as In-charge ETOs and CTOs in OPG for the last more than eight years and some among us already stand retired from services,” they said.

They said the Excise and Taxation Department is the leading revenue earning department in the State and also there is no dispute as far as seniority list of the inspectors is concerned.

“Against all available vacancies, inspectors as per seniority list are placed as ETOs /CTOs in their own pay and grade,” they said.

These officers said that being the field officers for all these years, J&K remains the number one State as far as the per capita collection for tax/duty is concerned.

“Government instead of incentivizing such officers has failed to do justice with own officers who are instrumental for such large revenue collection. Our future prospects of promotions have suffered badly due to non-regularization as our induction to KAS services is subject to substantive holding of the post and induction of 2011 batch KAS officer is already on card,” they said.

“In the last 20 years, only 3 DPCs in Excise Department have been conducted which means 1 DPC per seven years,” they added.

These officers have appealed to the Chief Minister to pass necessary directions to the concerned officers regarding the early conduction of up to date DPC.
