3000 migrant quota posts filled, more 2575 referred to recruitment agency: Govt

Jammu: Minister for Disaster Management, Relief and Rehabilitation and Reconstruction, Javed Mustafa Mir Tuesday informed the Legislative Council that government has filled 3000 posts under Kashmiri Migrant employment package, even as it has referred more 2575 posts for recruitment to the concerned agency.

Winding up the discussion, allowed by the chair following a notice moved by MLC, Girdari Lal Raina, the Minister informed the House that Kashmiri Migrant employment package was announced by the Government in the year 2009, vide Government order no. Rev/MR/147 of 2009 dated 28.10.2009, in which government created 3000 posts in various departments.

“All the 3000 posts created were referred to JKSSB and Relief Commissioner (Migrants) Jammu in the year 2010 and after selections made by recruiting agencies, 1446 candidates were appointed in the year 2010-11,” he said and informed that a number of candidates did not join after their selection while many applicants were not available under reserved categories, therefore, 1554 posts remained unfilled.

He further informed that a large number of candidates became ineligible due to overage and before de-reserving, the posts for open merit candidates were given one time age relaxation and accordingly, 1554 posts were again referred to recruiting agencies in the year 2012.

He also said that appointment/selections were made in respect of more than 2900 candidates but some posts again remained unfilled, which were filled by appointing 198 petitioners. 

He further added that additional 3000 supernumerary posts have been also created vide Govt. Order No. 58-R&R of 2017 dated 29-07-2017.

“Out of 3000 posts created, 2575 posts have been referred to the concerned recruiting agencies in the month of October 2017. Another, 290 vacancies are being referred to SSRB in next one week with the request to make the selections on Mission Mode basis. The remaining posts are also being referred to the recruiting agencies shortly after clarification in respect of some observations from concerned departments,” he said.  

Apart from 6000 Government jobs, 9000 unemployed Kashmiri Migrant youth were envisaged to get financial assistance under self-employment scheme and the financial assistance earmarked for each candidate was considered to be meagre.

“To encourage the self-employment and among Kashmiri migrants, the Minister said 9000 unemployed youth were facilitated to get financial assistance to come up with self-employment and business ventures. For this purpose one-time assistance of Rs. 5 lakh is provided.

“However, owing to poor response, the financial assistance earmarked for each candidate was considered to be meagre, Accordingly, vide letter No. Rev/MR/7B/2003 dated 15.04,2014, among other components, Ministry of Home Affairs, Government of India, was requested to enhance the assistance from Rs 5 lakh to Rs 10 lakh per candidate, in which 50% of the assistance shall be  subsidy and the remaining  as loan and to be paid back after three years of starting of the venture,” he informed.
