CS leads high level team to Kargil

Kargil: Chief Secretary, B B Vyas on Tuesday led a high level team of officers to Kargil to take stock of the various development works and welfare schemes under implementation in the district besides reviewing the modalities for vacation of the Khurbathang Plateau.

Principal Secretary, Home, R.K Goyal, Principal Secretary to Chief Minister, Rohit Kansal, AVSM SM, QMG Lt. General Ashok Ambre, AVM A. K Nabh, Air Commodore J.S Bedi, Joint Secretary, Ministry of Defence, Manish Thakur besides other officers accompanied the Chief Secretary.

Chief Secretary visited the Maratha Ground (Upper Plateau) and the location of 8 Mountain Division of the Army at Khumbathang and took stock of the land at these locations.

In order to lay a roadmap for vacation of lower Khurbathang in keeping with the requirements of the District Administration and local population with due regard to the requirements of the Army and the Air Force, Chief Secretary asked DC Kargil to immediately reconcile the land held by the Army with the Defence Estates Officer and in reference to the revenue records to establish the quantum of land held, so as to process it for early settlement, as per the relevant revenue laws.

Later an interactive meeting in this regard was chaired by Chairman, Legislative Council, Haji Anayat Ali with the team of officers at Baroo. Chief Executive Councilor (CEC), Kargil, Kacho Ahmad Ali Khan, MLA Kargil, Haji Asgar Ali Karbalai, other public representatives were also present.

Divisional Commissioner, Kashmir, Baseer Ahmad Khan also attended the interactive meeting via video conferencing.

Chief Secretary assured the representatives that their genuine concerns with regard to early shifting of Lower Khurbathang will be taken up with the Government of India, Ministry of Defence for early and amicable resolution.

Progress in regard to the implementation of various development works and welfare schemes was also reviewed in the meeting with Chief Secretary stressing on expeditious completion of all the projects including Council Secretariat building, 200 bedded hospital at Khurbathang.

The Public representatives requested for allotment of funds for restoration of infrastructures damaged due to cloud burst in various blocks in the month of August 2017, funds from the state sector/ SDRF for snow clearance on the pattern of other districts of the state, enhancement of funds for Central Heating System of District Hospital, Kargil, Sub District Hospitals and CHCs for the current financial year, filling up of the various key administrative posts etc.  Chief Secretary assured the public representatives for consideration of their requests in the right earnest.

Chief Secretary also took stock of the availability of essentials and key construction materials in the district for the winter months. It was informed that adequate quantity of essentials and other items has been stocked besides men and machinery have been kept in readiness to deal with any exigencies.

Chief Secretary directed the District Administration, Kargil to give focussed attention to the redressal of public grievances keeping in view the topography of the district. He also stressed upon ensuring accountability and punctuality in Government offices through use of Aadhaar Enabled Bio Metric Attendance System (AEBAS).

Chief Secretary along with Chief Executive Councilor (CEC), Kargil, Kacho Ahmad Ali Khan visited the Council Secretariat Khurbathang and took stock of the ongoing works on the office complex of the CEC, ECs and officials of the Hill Council.

The concerned officers briefed the Chief Secretary about the financial and physical progress achieved till date. While underlining the need to fast track the work, Chief Secretary directed the concerned to keep the provision of fire fighting facilities and ramp for Specially- abled persons.
