Teacher swindles money meant for poor students

A teacher has allegedly swindling scheme funds at a primary school in Sangerwani village of South Kashmir’s Pulwama district. An enquiry team later recovered around rupees 13800 from the teacher, which were drawn illegally from the school account.

Villagers of Sangerwani, a gujjar habitation around 30 kilometers from district headquarters in Pulwama, which falls under Shadimarg education zone, had accused a local primary school teacher for swindling scheme funds.

In a written complaint, a copy of which is with ‘Kashmir Vision’, the residents of Sangerwani had accused a local teacher, Altaf Bukhari for grabbing scheme funds provided under Mid Day Meals, Sarva Shiksha Abhiyan and scholarships meant for poor students belonging to schedule caste and schedule tribe.

After receiving the complaint, the office of zonal education officer Shadimarg had put the teacher under suspension.

“On the basis of complaint received from village education committee, parents and elders of habitation of peer mohalla Sangerwani, Altaf Bukhari regularized rehbar-e-taleem teacher (RReT) is placed under suspension with immediate effect till pending enquiry. Moreover, he is directed to report to upper primary school (UPS) Kennigam for further duties,” reads an order issued by concerned office on June 30, 2017.

When asked about findings of the enquiry, Chief Education Officer for Pulwama, Mushtaq Ahmad Salroo feigned his ignorance.

“I don’t know the outcome of the enquiry, the concerned zonal education officer has the information,” he said.

Zonal Education Officer for Shadimarg Education zone, Nazir Ahmad said that the enquiry has recovered some cash and a water storage tank from the teacher.

“Rupees 13880, which were illegally drawn from the bank account, were recovered from the teacher,” he said, adding that they are carrying the enquiry forward and has asked concerned teachers to report to their office again tomorrow.”

 Sources privy to the matter said that only records of past one year were examined by the enquiry team while as records concerning past 10 years went missing from the school in 2016 during the closing of financial year.

When the ZEO, Shadimarg was asked whether they found the missing records he said that his predecessor had then lodged a first information report with the police station Rajpora and the records remained untraced till date.

However, police had suspected swindling and asked then ZEO to enquire the matter at his level and also requested him to send the concerned teacher to police station for investigating the matter.
