Food, Civil Supplies and Consumer Affairs (FCS&CA) department is a vital department that concerns almost 90 percent of the households in the state. The department though faced with various shortcomings has been providing food grains and other day to day requirements to the people here. However, the department has already initiated its ambitious plans to bring in more transparency and accountability in its functioning as well as the distribution of food grains to the populace.

The department had taken up the task of seeding the ration cards with Aadhar cards so that only genuine beneficiaries of the governments schemes get the benefits at the end of the day. However, the department has managed to seed around 49 percent of beneficiary ration cards with their Aadhaar.

The department has seeded 74,759 ration cards with their Aadhaar cards from 21August 2017 till 18th of this month. Out of this 52,423 were seeded in Jammu, while 22,336 were seeded in Kashmir division.

Notably, since the inception of process of aadhar seeding with ration cards has started in the State 13,86,705 ration cards have been seeded till yesterday. Out of the achieved target, 6,02,705 cards are seeded in Jammu division, while in Kashmir the number is 7,84,000 taking the tally of seeding to around 49 in the State.

The department in order to bring in more reforms has also initiated identifying its retails outlets under the Geographical Information System (GIS). Out of 6583 sale centres and Fair Price Shops, the department so far has captured 3815. This means that half of the centres have already been brought under the GIS ambit.

However, several other measures are to be initiated in the department if it has to fall close to the needs and requirements of the people. The department should immediately take serious action against its officers who are involved in corrupt practices and inefficiency.

The department needs to start proceedings against two Assistant Directors in North and South Kashmir for various cases involving them. The proceedings should be conducted in a shortest span of time and the officials should be punished so that an example is set for others.

Besides, the department needs to strengthen its grievance and the process of re-verification of Antyodaya Anna Yojana (AAY) list should be done at an earliest.
