FCSCA Kashmir makes mockery of transfer order

Food, Civil Supplies and Consumer Affairs( FCSCA) department Kashmir has made a mockery of transfer orders after it failed to implement its latest order  in letter and spirit and many officials were shielded despite being transferred from their present places of posting.

Transfer orders for about 120 employees including storekeepers, assistant storekeepers and Chowkidars of Pulwama district were issued by directorate of Food, Civil Supplies and Consumer Affairs Kashmir on 17 June of 2017 vide its order Number 214-DFCSCAK.

 The order read that in the interest of administration, the transfers and postings of storekeepers/ assistant storekeepers of Pulwama district detailed in the annexure to this order is hereby ordered with immediate effect.

But sources within the department said that authorities have given a damn to the directions of the order and most of employees in whose favour transfer orders were issued continue to work at their current places where they were posted decades ago.

“More than two months have passed  since the orders were issued but it is yet to take effect,” sources said, adding that  many employees were successful in getting their transfer orders cancelled.

The cancellation, according to them, led to automatic modification of the transfer orders as most employees resisted to move to new places of postings.

The sources also alleged that around a dozen employees, who have been working in the office of assistant director FCS and CA Pulwama from last 20 years, were shielded from transfers by excluding their names from the list, which Kashmir Vision had reported in its earlier issues.

The employees whose names were missing from the transfer list include Abdul Rashid Hajam of Manghama, assistant store keeper, who as per sources has been working at assistant director Pulwama’s office for 25 years and assistant store keeper, Sajad Ahmad Andrabi, who has been holding charge of section officer, paper section and kerosene supply, who as per sources is working in the said office for the last 15 years.

Others include Abdul Rashid Khan, Shakeel Ahmad Qazi, Ghulam Mohammad and Abdul Hamid who sources said are being rotated from hall to Pulwama and vice versa while Ghulam Hassan Parray is being rotated between Prichoo and Koil. Similarly, Taj Mosa and Abdul Gani have been overlooked in the transfer order as well.

Assistant director FCS and CA Pulwama, Riyaz Ahmad Malik said that the transfer order is being implemented and will be complete soon.

“It is done in a phase manner. Around 70 percent employees have been transferred, remaining will be transferred after August and September,” he said.

On shielding some employees who are overstaying at his office he said that his predecessors had ignored them.

“I have moved a proposal for their transfer before director, FCSCA Kashmir”, he said.
