Has PDD, Pulwama submitted ‘forged’ list of casual workers

With an eye on the regularisation policy announced by Jammu and Kashmir government for daily wage workers of various departments, the Power Development Department of Pulwama has allegedly submitted a forged list to senior officers regarding the benefits that the kith and kin of employees serving in the department are availing.

Sources within the department said that around 150 casual labourers were serving the department prior to the announcement that policy would be framed to regularise employees with seven years of service.

“Once the announcement was made by the government, the employees of the department prepared a list of around 550 casual labourers. At least one relative of each employee working in the department was included in the list that was submitted to senior offices for consideration for regularization. The fake list of candidates figures names of such people who have never worked in the department,” said an employee wishing anonymity.

Sources said, “The concerned authorities have forwarded the names of such persons who are neither eligible nor fulfilling the criteria for regularisation.”

They said that the malpractice was brought into the notice of the concerned department.  “We brought it to the notice of higher officers that some of officials have forwarded names of their close relatives, who are not eligible or entitled for regularisation.

 “They have used cash vouchers of some other candidates for their relatives. If the relevant files are verified then the malpractice would be exposed to the authorities.”

An insider said, “Even candidates from Srinagar have been shown working as casual workers in Pulwama division. Manzoor Ahmad Khan, s/o Ghulam Nabi Khan, a resident of Newa who figures in the list is a mason. He never worked in the department but because his father is an employee of the department he has been included in the list.

“Similarly Shabir Ahmad Malik, s/o Abdul Gani Malik, resident of Inder is figuring in the list because he is a close relative of Mohammad Ayoub Mir, who is a former accounts officer in the Electric Division Pulwama. Another person included in the list is a resident of Monghama and is a tailor by profession.”

Executive engineer, power development department, Pulwama, Gulzar Ahmad negated any irregularities in the list of casual labourers submitted to higher officers for consideration of regularization.
