62 percent schools in Srinagar operating from rented places

The Jammu and Kashmir Government has miserably failed to implement the centrally sponsored schemes like Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and Sarva Shiksha Abhiyan (SSA) as construction work on the schools sanctioned under the multi-crore program is going on at snail’s pace in Srinagar.

The official figures reveal that 62 percent government schools in city are sans government accommodations.

The figures reveal that 326 out of 518 schools in Srinagar district are functioning from rented accommodations.

“Only 192 schools have government buildings while in rest of the school’s students are chocked in rented buildings,” the officials said.

As per the official figures 176 out 203 Primary Schools and 124 out of 211 Middle schools are without any permanent accommodation in City.

The official figures reveal that school education department has failed to meet the target under SSA scheme as only 84 out of 173 school buildings have been completed in the district while as work on 88 buildings has not been started till date.

The department has shown dismal performance in setting up new government schools sanctioned by MHRD for Srinagar district in the past financial years.

Out of 132 buildings sanctioned by MHRD to set up Primary schools in Srinagar, only 66 have been completed while as work on 65 buildings is yet to be taken up.

“Out of 41 Middle school buildings work on 18 has been completed and construction on 23 buildings is yet to be started,” the official figures reveal.

The Ministry of Human Resource Development (MHRD), officials said sanctioned 22 buildings as strengthening component for existing government schools in Srinagar of which work on only one building has been completed so far.

The buildings, officials said were sanctioned during the past financial years however, the construction work was not taken up due to the non-availability of land in city.

“The buildings were sanctioned as strengthening component for schools but the construction has not been started so far,” the official said wishing not to be named.

Meanwhile, official figures reveal that only five buildings out of new 12 school buildings sanctioned under RMSA have been completed in the district.

“The failure of department to complete the construction of school buildings has posed a challenge for authorities to provide permanent accommodation to the schools functioning in rented accommodations,” the official said.

Besides, MHRD had sanctioned 280 Additional Class Rooms (ACRs) for city schools under SSA out of which work on only 58 has been completed. “Work on 57 schools is under progress and 23 are yet to be taken up,” the official said.

It may be recalled that the government in last Assembly session had revealed that it has spent a whooping amount of Rs 13.60 Cr on rent for the past three years on schools operating in rented accommodations.

As per the official documents, the department during the year 2014-15 has spent an amount of Rs 3.27 crore as rent on the schools functioning from rented accommodations.

Moreover an amount of Rs 6.09 crore was spent in the year 2015-16 on rented schools and Rs 4.23 crore was spent in the year 2016-17 financial year.
