Speaker adjourns Assembly sine die as uncertainty prevails over GST

State Assembly was Saturday adjourned sine die without any discussion on the Goods and Services Tax (GST) after the Opposition parties including NC and Congress protested against the implementation of the law in the state.

Soon after the legislative assembly members participated in obituary reference, Speaker Kavinder Gupta adjourned the House sine die.  The Special Session of the Legislature was summoned by Governor N N Vohra from today on the advice of state Cabinet to discuss the extension of GST  to the state.

However, the entire opposition, including National Conference (NC) and Congress besides Communist Party of India (M) were against the implementation of GST in its present form.  The Governor has to now summon fresh session when any agreement is reached between the ruling coalition and the Opposition on the issue.

As soon as the assembly started to take up obituary references, Congress MLAs stood up on their seats demanding that the names of those killed in the unrest be included in the obituary references of the house.

The Congress MLAs said the PDP-BJP government was blinding boys and girls by using pellet guns and later distributing scooties and laptops among them. The issue created a ruckus in the Assembly forcing the speaker to adjourn the house.

“The Speaker in exercise of powers conferred on him under rule 16 of the rules of procedure and conduct of business in the Jammu and Kashmir Legislative Assembly adjourned the House sine-die today on June 17,” a bulletin issued by Assembly Secretariat stated.

Chairman, Jammu and Kashmir Legislative Council, Haji Anayat Ali also adjourned the upper House sine die.

Government has been maintaining that it was upholding the sanctity of the House by starting the discussion over GST in the legislative assembly. But the Opposition didn’t relent  and sought that the session should be adjourned. State government has maintained that the implementation of GST in JK would in no manner compromise the state’s special status and by holding the discussion on GST it was reiterating the supremacy of the state legislature.

As per the government under section-5 of the constitution of Jammu and Kashmir the state was free to levy any additional tax or new taxes and it slammed NC and Congress for “ crying hoarse over the implementation of GST in J&K even after facilitating the extension of 46 constitutional amendments of the constitution of India to the State.’’
