SHRC dismisses petition over awarding Major Gogoi

Dismissing the petition on awarding the Army Major who used a youth as a human shield on Srinagar parliamentary by-polls day Apr 09, the state’s rights commission Friday said that they have no authority to interfere in the decisions of central defense forces.

The petition was filed by the Chairman of International Forum for Justice, Muhammad Ahsan Untoo on behalf of Farooq Ahmad Dar, the civilian from Budgam village who was used as human shield by army Major, Leetul Gogoi, during parliamentary by-polls.

State Human Rights Commission (SHRC) chairperson, Justice (Retd) Bilal Nazki while dismissing the petition said that the commission doesn’t have the authority to interfere in decisions of central defense forces.

Nazki also kept his decision reserved on using of the civilian as a human shield.

In another petition related to the same case, the commission has issued a notice to Director Information and Public Relations of the state on labeling Dar a “stone pelter” by some Delhi-based TV news channels.

Major Gogoi was awarded a Commendation Certificate by Army chief Bipin Rawat which enraged families of Dar and the people in Kashmir.
