Complaint against Major Gagoi in SHRC

After Leetul Gagoi was awarded COAS Commendation Card for “his sustained efforts in counter-insurgency operations”, State Human Rights Commission today registered a complaint against the accused army major.

Farooq Ahmad Dar who was tied to jeep and used as a human shield has reportedly filed a complaint with J&K State Human Rights Commission on rewarding of Major Gogoi by Army, ANI, a news gathering agency reported.

Gagoi is accused of using Farooq Ahmaf Dar, a civilian, as human shield on April 09, when Srinagar constituency went to polls.

Politicians and civil society members are divided on the opinion weather Army major did right thing using Dar as a human shield or he breached the human rights violations.

Former chief Minister of J&K, Omar Abdullah in his opinion piece written for a national daily termed awarding Major Gagoi as ‘farce’ and said that the consequences could be “disastrous”.

Army has asked for the internal probe into the incident .

“I was under the impression he would be punished. But he was given a reward,” Farooq Ahmad Dar told BBC Hindi.

Punjab Chief Minister Amrinder Singh had supported the act of Major Gagoi as that ‘reacting to a tough situation in a dangerous environment’.

Amnesty International India also condemned the decision, saying it gave out the impression that the Indian army “condones human rights abuses”.

Meanwhile, Kashmir police IGP Muneer Khan Monday said that the police FIR won’t be quashed in this incident.  Police have filed an FIR against Gogoi for human rights violation.
