J&K government to work out modalities for implementation of 7-th pay Commission
The State government on Friday constituted a committee to work out the modalities for implementation of seventh pay commission recommendations.
Months after Finance Minister, Haseeb Drabu, in his budget speech promised to implement the pay commission, state government constituted a high-level official panel today to work-out the modalities in this regard.
The order was issued by General Administration Department (GAD) that the Committee shall examine the revision of pay scales of the state government employees and pensioners in accordance with the 7th central pay commission recommendations.
The committee would be headed by the Administrative Secretary, Planning Development & Monitoring Department, and comprises among others Administrative Secretary Home Department, Administrative Secretary Public Works (R&B) Department, Administrative Secretary Finance Department, Administrative Secretary General Administration Department and Administrative Secretary Department of Law, Justice & Parliamentary Affairs as its members while Director Codes, Finance Department, will be the member secretary of the committee.
The committee has been tasked with the responsibility to examine the ‘recommendations of 7 th pay commission’’ to revise the pay bands of employees and it will also devise a policy to transform the state government organizations into modern, professional and citizen friendly entities which are dedicated to the service of the people. It will also review the structure of medical allowance, compensatory allowance, house rent allowance, temporary move allowance and also bring changes in the rent structure for government accommodation and any “other issues which are directly related to the pay bands’’.
“The committee will suggest an overall package keeping in view any other point which may be having direct bearing on the issue of restructuring of the pay bands, examine the principles which should govern the structure of pension, death-cum-retirement gratuity, family pension and other terminal and recurring benefits having financial implications on the state government employees falling under old pension scheme appointed before 1 January 2016. The committee will also examine the desirability and need to sanction an interim relief till the time the recommendations of the committee are made and accepted by the government and any other matter which is related to the implementation of recommendations of 7th central pay commission in the state with modifications wherever required,’’ read the order which has been issued by the GAD.
Earlier Finance Minister had in his budget speech noted that the government will look into the possibility of either implementing the 7th pay commission recommendations or regularization of the services of the 31,000 daily rated employees.
