DC Bla reviews digitisation of Massavis, other revenue related matters

BARAMULLA: Deputy Commissioner (DC) Baramulla Dr Syed Sehrish Asgar on Saturday chaired a meeting of field functionaries of Revenue Department to review revenue related public service delivery, enhance transparency and accountability and promote ease of access to the Revenue records in the district.

The DC took a detailed assessment and progress of all Tehsils of the district on various vital issues including updation of cases on Revenue Court Cases Monitoring System (RCCMS), status of Jamabandies, status of Lumberdars, Chowkidars, progress on retrieval of encroached state and Kahcharie land,  defence related issues and digitization of Massavis.

While reviewing progress on removal of encroachments on State land, the DC directed all the Tehsildars to intensify the anti-encroachment drive so that all identified encroached State and Kahcharie land is retrieved under set timelines.

She also reviewed the status of Lumberdars and Chowkidars and discussed the procedure of appointment of new Lumberdars in every village and asked the concerned to ensure that their personal files are maintained in the concerned Tehsil office properly.

The progress of digitization of Revenue records, including Massavis and issuance of Passbooks to landowners besides updation of cases on Revenue Court Cases Monitoring System (RCCMS) was also reviewed in detail. The DC directed the officers and officials to extend handholding to people to avail the benefit of online services being provided by the Revenue Department.

Detailed discussions were also held on various issues pertaining to defence land related issues in the district.

Meanwhile,  the DC instructed all the Tehsildars to pay special thrust on the complaints registered on the portal/offline to ensure quality redressal to the best satisfaction of the complainants.

Later, in a separate meeting, the DC took a detailed review regarding progress of Change of Land Use in the district during which she enquired about the status of NoCs being issued in favour of applicants and applications received till date besides their reporting and follow up status by the concerned departments.

Furthermore, there was thorough deliberation regarding the services that have been brought in the ambit of the public services guarantee act.

The DC exhorted upon the officers to ensure that the services are provided as per the timelines in the act and to develop mechanisms to keep a check on their subordinates regarding timelines.

She said that the move will ensure transparency and accountability in the system and we must fix responsibility at each level so that people can realize the benefits.
