ARTO holds awareness camp for transporters

JAMMU: The Assistant Regional Transport Officer (ARTO) Board of Inspection Jammu Esha Chib on Friday organised an awareness camp to apprise the transporters.

The camp was held at Fitness ground Bhagwati nagar Jammu to make  drivers and conductors aware about the recent amendments made in J&K Motor Vehicle Rules, 1991 regarding  Contract Carriage Permit (CCP) rules.

During the programme, the ARTO said that the whole procedure of obtaining permits for the commercial passenger vehicles ( contract carriages) have been simplified as they need not to apply for a Letter of Authority after the approval of their cases in the RTA which earlier was mandatory before applying for registration of commercial passenger vehicles.

She further said that the contract carriage permit shall be granted to a new vehicle which is compliant with BS VI or the latest norms laid down by Bharat Stage Emission Standards of GoI.

“However, it shall not be applicable to any vehicle for which LA has already been issued prior to the date of issuance of the notification and any vehicle for which All India Tourist Permit has been issued and permit holder applies for its conversion to local permit after a period of 12 years,” she said.

The ARTO also threw light on the formalities required for applying for the contract carriage permit.

She said that any person who intends to purchase a Passenger Transport Vehicle under all J&K CCP needs to submit an application before the concerned RTA along with Domicile certificate, RC of the vehicle for which the permit is sought, present address proof, Character certificate to be issued by the concerned Police Station, copy of the driving license of the applicant or driver.

“The person also needs to submit a declaration in an affidavit regarding the number of transport vehicles already owned by the applicant either registered in the name of applicant or in the name of firm /company and availability or arrangement of parking space either public or private for existing and for the new vehicle for which the applicant desires to obtain a permit,” she said.

Notably, the J&K government has recently made the amendments in the J&K Motor Rules,1991 vide Notification SO 653, dated 5 December 2022 in order to make the entire procedure of obtaining contract carriage permit easy, simple and people friendly.
