Regulation of traffic in most developed countries is being done on scientific basis so that the commuters feel least of hassles and trouble while commuting. The traffic management has become one of the most sought after services that are being upgraded and managed on scientific lines.
This has become all the more important as almost all regions across the globe have been witnessing an increased movement of commercial and private vehicles which has had its impact on the lives of every citizen across the globe.
Be it the issue of transporting heavy machineries, metals or the items we need for our daily use besides the urge and demand need for commuting we all are dependent on transport services and the best of the nations have resorted to the use of scientific management of all these services.
However, a deliberate attempt to subvert the needs and requirements of the people was done for personal benefits in a place like Jammu and Kashmir so that the people would always feel dependent on the ruling class for their day to day needs.
One such issue that was ignored to the hilt both in Kashmir as well as in Jammu is the scientific management of traffic. Since the past three decades the number of vehicles and use of roads has increased tremendously.
Though this was happening under the nose of the ruling class but no effort was ever made to make plans and proposals so that the issue of free movement of vehicles, that too on scientific lines was put in practice.
This attitude of ignoring the people’s needs has led to a crisis like situation across Jammu and Kashmir on the traffic front and a scenario has emerged where chaotic situations on the road has become a norm.
During peak rush hours no matter how many traffic police personnel man the roads or important junctions, traffic remains a mess which results in loss of time and other resources.
Since, the twin cities of Jammu and Srinagar are being developed as smart cities the immediate concern that the administration is addressing is scientific management of traffic as the issue has emerged the most challenging one.
In this regard some steps have been taken over the past few months and as such Jammu will soon have an integrated command and control centre, an intelligent traffic management system and a web-GIS based e-bill pay for civic services.
The Jammu smart city limited (JSCL) is working on the implementation of projects awarded to the Bharat Electronics Limited and JaKeGa. JSCL has signed a contract agreement with Bharat Electronics Limited for setting up the integrated command and control centre for Jammu city and the project cost has been put up at Rs 53 crore.
The proposal will integrate all civic and essential services on a single platform to facilitate monitoring and addressing public issues in real-time. The project will help in establishing a collaborative framework where input from different functional departments of Jammu Municipal Corporation and other stakeholders can be assimilated and analysed on a single platform, resulting in aggregated city-level information.
The command centre will be one place from where traffic, CCTV, water and other services would be integrated into a single command room. The intelligent traffic management system will detect black-listed vehicles, automatic number plate recognition, red light and speed limit violation, triple riding detection, no-helmet detection among others.
Of the 64 junctions of Jammu city the BEL team has selected 44 junctions for implementation of the project in the first phase.
The move will surely help the residents to feel some ease as the issues of traffic mismanagement and other public utility services concern a common man as he confronted these issues on daily basis.
Since the past regimes did not bother to address such grave issues the people too had started to ignore them feeling that the ruling class is in no mood to address them.
