Norms flouted in Edu dept as ZRP’s, CRP’s enjoy prolonged stint
Srinagar: Throwing all the norms to the winds, the authorities in school education department have failed to reshuffle the Zonal Resource Persons (ZRPs) and Cluster Resource Persons (CRPs) across Kashmir even after completing their term of two years.
These resource persons continue to enjoy their extended stint in zonal education offices or chief education offices despite the government direction to reshuffle the whole staff who have completed their two years term.
“Scores of teachers in various districts continue to receive the patronage of authorities for their extended stint in gross violation of rules. The teachers were deputed as ZRPs and CRPs to district or zonal offices some seven years ago however, they have not been replaced till date,” said an official in the department.
“This year the directorate had issued a circular to all CEOs and ZEOs to replace them with new staff but the order was not implemented in letter and spirit,” the official said.
Director School Education Kashmir (DSEK) G N Itoo when contacted said they asked all the CEOs and ZEOs to submit the list of ZRPs and CRPs who have not been replaced despite completing their term.
“Even some CEOs and ZEOs have submitted the list of ZRPs and CRPs who have been replaced with new faces,” Itoo said.
He said the he will again convene a meeting with CEOs to get the latest status of the Deputation of these resource persons in their offices.
“I have given them clear directions that no teacher should stay in offices unnecessarily,” he said.
As per the government norms, all the government teachers deputed as ZRPs and CRPs should be relieved back to their actual place of posting after completing their term of two years and get replaced by the new lot.
But some blue eyes teachers are taking undue favors and have not been sent back to their respective schools.
“We fail to understand why rules are not being implemented. It has happened for the first time here,” said a group of teachers wishing not to be named.
ZRPs and CRPs are deputed in each Zone and Clusters to give academic assistance in the schools and are to be replaced by other teachers after a period of two years.
“Ironically these ZRPs and CRPs develop a bossy nature in these offices and forget to do their basic job. They never attend any schools and give academic assistance,” an official said, adding that the government was supposed to send trained teachers as resource persons in offices but they prefer the influential lot for this.
DSEK G N Itoo admitted that there can be some cases wherein ZRPs are not replaced. “But I will ensure that the issue is resolved within days,” he added.
