Home Deptt to frame seniority list of police officers for IPS induction
State’s Home department will frame the seniority list of the police officers for their induction into the IPS, days after the cabinet drew up the Jammu and Kashmir Police Service (JKPS) cadre and earmarked different grades in the general and special police cadre for the local officers.
According to top officials in the Home department state government will draw up a tentative seniority list of the police officers even as the legal row between the Inspectors who were promoted to the position of Deputy Superintendents of Police (DSPs) and those who got appointed as the DSPs after qualifying the KPS exam was yet to be over.
“We will draw up a tentative seniority list of the DSPs based on which the induction of the KPS officers into the IPS will be done,’’ said a top official in the Home department. He said that there are at least 50 positions of the IPS officers which couldn’t be filled earlier due to the case pending between the DSPs and the Inspectors. “Now we will issue a tentative seniority list and call the objections before inducting the officers into IPS,’’ said a senior official.
Government recently approved the caderisation of the police officers and renamed the KPS as Jammu and Kashmir Police Service (JKPS) while reserving four posts of the DIG rank officers and 2 IG rank officers for the local cadre officers. The posts of the Inspector General of Human Rights as well as that of the Civil Military Liaison will be re-designated as will be the DIG rank posts of Vigilance, Home Guards and Civil Defence.
“There is a case pending over the seniority of the police officers. Those Inspectors who were promoted to the rank of DSPs have challenged the seniority of those who got appointed as DSPs after 1999. Now we will issue a tentative seniority list to recommend the names of officers as per the seniority into the IPS induction to the Central government,’’ said a senior official.
Earlier a row was witnessed between PDP and BJP over the cadre review of KPS officers and a cabinet subcommittee headed by the BJPs Minister for Industries and Commerce, Chander Prakash Ganga, declined to approve a proposal by the Home department to post the local cadre officers to the IG and DIG rank.
Rather some non sensitive posts were reserved for local officers and the promotion to the DIG and IG rank was made conditional to the induction of police officials into IPS. Sources said that the IPS induction has not taken place due to the row over the seniority earlier.
