Dy CM for expediting rehabilitation of Dal dwellers

Deputy Chief Minister Dr Nirmal Singh today said that a comprehensive package has already been put in place for the rehabilitation of the Dal dwellers whose properties have been acquired by the government under Dal conservation programme.

The Deputy Chief Minister was speaking at a meeting convened to discuss the status of implementation of the rehabilitation measures undertaken for the Dal Dwellers.

Commissioner/Secretary Housing and Urban Development  Hirdesh   Kumar, Divisional  Commissioner, Kashmir Baseer Khan, VC, LAWDA/SDA, Tahseen Mustafa, Joint Commissioner Srinagar Municipal Corporation,  Syed Abul Qasim,  Collector LAWDA other senior officers and  representatives of the Dal dwellers  were also present in the meeting.

The Deputy Chief Minister directed the officers to speed-up the process of rehabilitating the Dal Dwellers and ensure that the bottlenecks if any are removed.  He said Govt is committed to ensure proper rehabilitation of the people whose properties have been acquired as a part of the plan to retrieve the Dal lake in consonance with the environmental concerns.

Dr. Singh  asked  the   officers to  ensure that the  process of developing  Rakh-e-Arth colony  meant for  these Dal Dwellers  is  speeded up  so that  the allottees can  construct their  individual houses.  He said that the colony should be replete all the facilities   so that the people do not face any inconvenience there.

The Deputy Chief Minister while asking for the speedy disposal of the acquisition cases said that   the plots and other related things should be provided to the people after proper verification of the individual cases. He said that the cases should be decided on the   cluster basis so that every area is  catered  to  holistically so that any other  amenity which has been left out of the  comprehensive  rehabilitation programme  can be  catered  to.

Dr. Singh also  directed the officers to  convey  a high level Committee(HLC) meetings on  regular basis  so that  the  acquisition cases can be  decided  on  a war footing  basis  and  the dwellers be  given the requisite compensation by means of providing them  the  housing plots at  Rakh-e-Arth and other  related things. He said that requisite identification documents should be thoroughly checked and the process should be completed in a transparent manner.

While responding to the demands of the representatives of the Dal Dwellers, the Deputy Chief Minister directed the officers to explore the means of providing employment opportunities to the people of the area under the National Urban Livelihood Mission (NULM).  He said that a comprehensive report should also be made in consultation with the officers of UDAK so that necessary employability is provided to these people at  the new Rakh-e-Arth colony.
