Education department ‘fails’ to get a pass certificate from MHRD
Srinagar: The Ministry of Human Resource Development (MHRD) has picked up loopholes in the functioning of J&K’s education department over the introduction of technological intervention and improving academic standards in government schools.
In its latest report submitted to the state education department MHRD has stated that there were no Mathematics laboratory for students in schools set up under Sarva Shiksha Abhiyan (SSA) and Rashtriya Madhyamik Shiksha Abhiyan (RMSA) schemes.
The union Ministry has observed that there were no subject specific teachers in schools set up under RMSA scheme.
“State doesn’t have separate Resource Group for science and mathematics at different levels,” reads the report submitted by MHRD to J&K government.
The report was discussed in the recent meeting convened by secretary MHRD Anil Swarup during his visit to Kashmir and Ladakh region in last week of September.
In its report MHRD has also suggested measures to overcome loopholes in the functioning of the department.
“Make adequate provisions for Mathematics laboratory and recruit only professionally qualified teachers for mathematics and science,” the report advised the education department.
It reads that state should conduct hands-on activities and experiments along with environment of the laboratory facilities under Rashtriya Avishkar Abhiyan.
“Create separate resource groups for science and mathematics,” the report said.
The MHRD report has also revealed that state government has failed to streamline the student teacher ratio in the government schools.
It has observed that over 1700 schools at elementary level have single teacher posted in the institution. “Only 580 primary schools have student teacher ratio of 1:30 which is defined under SSA norms,” it reads.
The report has also picked loopholes in introduction of training programmes for teachers in order to improve the academic standard vis-a-vis learning level of the students.
“The State has no such mechanism in schools by which students can be analyzed as per his or her academic performance,” it reads.
It may be recalled that secretary education in MHRD had expressed displeasure over the implementation of the centrally sponsored schemes in the state. He had written to chief secretary J&K state B B Vyas regarding the issue and sought that the incomplete construction of school buildings and girls hostel be expedited.
Meanwhile, MHRD in its report has asked the state government to ensure functioning of District Institute of Education and Training (DIETs) in every district.
Pertinently, the DIETS here have been made rehabilitation centre for blue eyed teachers and accommodated for prolonged stay instead of their posting in schools to teach students.
